What is Local Area Energy Planning? 

Local Area Energy Planning (LAEP) is a data-driven approach that explores potential decarbonisation pathways and sets out implementation plans to achieve net zero for a local area. 

Led by local authorities, LAEP brings together local stakeholders, such as Community Energy Groups, residents and businesses, and collates local knowledge to propose a credible decarbonisation pathway. 

In support, electricity Distribution Network Operators (DNOs) and other utilities such as Gas Distributions Networks (GDNs) use the LAEP process to inform their forecasts and subsequent network planning.

This helps to ensure that the network capacity is available at the right time at the lowest cost to facilitate of local net zero plans.

Why is Local Area Energy Planning important?

One of the main benefits of LAEP is that it helps local authorities get on the front foot when it comes to planning investments in infrastructure.

How is a Local Area Energy Plan instrumental in achieving net zero?

With input from local authorities and local stakeholders, LAEP establishes a consistent evidence base for coordinating local, regional and national decisions regarding the energy transition to net zero.

By looking at a range of different possible routes, LAEP enables local stakeholders to make an informed decision when they identify the preferred decarbonisation pathway for their area.

When setting out the action plans for the preferred pathway, this coordinated approach will deliver substantial cost savings in infrastructure, as well as investments in transport, buildings and decentralised power.

Furthermore, given the importance of electrification to decarbonisation, UK Power Networks believes that utilities play a pivotal role in facilitating net zero and delivering the best value solutions by working closely with local authorities and local stakeholders on LAEP.

From a planning perspective, LAEP also improves the evidence base to inform our network capacity planning process. 

How do UK Power Networks support local authorities’ net zero plans?

Recognising the urgency for the energy transition to net zero, we proactively engage with local authorities and other local stakeholders to understand their needs and challenges. 

We are also exploring and developing the role that we should play - either through direct action or influencing policy in collaboration with others - to positively support LAEP and local network investment. 

We are focused on supporting the three key challenges for local authorities face in relation to decarbonisation:

  1. Access to resources, expertise and funding 
  2. Ability to access data 
  3. Capability in analysis and spatial mapping
